L’objectif de l’Agence de développement du Burundi (ADB) est d’agir en sorte que le secteur privé donne l’emploi aux chômeurs jusqu’à 4748 emplois est réalisé à près de 49%. Désiré Musharitse, directeur de cette agence affirme que le manque d’environnement favorable explique cet échec.
Dans un café de presse qu’il a animé ce mercredi 12 janvier à Bujumbura Désiré Musharitse, directeur général de l’Agence de développement du Burundi (ADB), a fait savoir que 2327 chômeurs ont pu décrocher l’emploi dans le secteur privé en 2021. Selon lui, ce chiffre est décevant comparativement aux prévisions de son agence. Comme il en témoigne, l’ADB avait prévu que le secteur privé allait embaucher au moins 4748 chômeurs.
Pour lui, rien n’est étonnant car seuls deux investisseurs étrangers seulement ont pu apporter leurs capitaux au Burundi de juillet à décembre 2021.
Le patron de l’ADB fait savoir que depuis 2015, l’environnement des affaires au Burundi n’a pas été favorable. Ce qui a rendu le Burundi non attractif aux investisseurs étrangers.
Pour lui, le manque de devises, l’insuffisance du courant électrique, d’infrastructures etc. sont d’autres causes de la non attractivité du Burundi aux investisseurs.
Il estime que la diversification des exportations pourrait changer la donne. Selon lui, lorsque le pays exporte des produits diversifiés, des devises rentrent pour renflouer le trésor public. « Lorsqu’il y a abondance des devises, les investisseurs pourront recevoir auprès de la banque centrale les devises dont ils ont besoin pour payer leurs importations », reconnaît-il.
Il considère que le retour de l’aide publique constitue une autre source de devise. « Lorsque l’aide publique revienne, le trésor public sera renfloué. Et les investisseurs trouveront des devises dont ils auront besoin », indique-il.
Selon lui, les barrages électriques en cours de finitions pourraient aussi contribuer attirer les investisseurs étrangers.
Signalons que l’environnement favorable aux investisseurs étrangers s’est dégradé suite à la crise de 2015.
